What makes an outlet "tamper-resistant"
Look closely at a tamper-resistant receptacle (TR outlets) and you'll notice a small spring-loaded shutter mechanism built into each slot. The shutters only open when something is pushed into both slots at the same time with roughly equal pressure - exactly what happens with a plug, but not with a single object poked into one slot.
It's a purely mechanical solution - no batteries, nothing to fail under normal use.
Why code requires them
The National Electrical Code added the tamper-resistant requirement for most receptacles in dwelling units starting with the 2008 edition. The reasoning: child electrical injuries from sticking objects into outlets used to be common, especially among curious toddlers.

Under current code, TR receptacles are required in essentially every receptacle location in a dwelling unit, with exceptions for outlets more than five and a half feet up, or behind large stationary appliances.
